The leaders of the United Kingdom, France, and Ukraine issued a joint statement following the Coalition of Willing meeting held on July 10 in a hybrid format - in London, Rome, and online. The focus was on strengthening support for Ukraine, increasing pressure on Russia, and providing long-term security guarantees for Kyiv.

The joint statement by the leaders of the countries is published on the President's Office website.

What was agreed upon

The statement following the meeting indicates that the parties confirmed their support for the peace process and the efforts of U.S. President Donald Trump to initiate negotiations. At the same Time, the countries agreed to strengthen pressure on Russia's military economy, particularly through sanctions on the energy and financial sectors.

The declaration states that the countries are committed to providing Ukraine with at least 40 billion euros in military assistance by 2025 and to focus support on developing air defense and interceptor drones. The leaders also agreed on plans to deploy 'Multinational Forces - Ukraine' after the completion of hostilities and to establish an appropriate operational headquarters.

Deployment of forces in Ukraine and creation of headquarters

After the online meeting, the member countries of the Coalition of Willing agreed to open a multinational operational headquarters in Paris and approved a plan to form an international contingent that will operate in Ukraine after active hostilities conclude.

According to the UK government, the headquarters in the French capital will be jointly led by British and French military personnel. It will coordinate all tactical and operational measures, and after a year, its activities will be transferred to London.

This decision is a continuation of a meeting of military leaders that took place in Paris earlier. More than 200 military planners from 30 countries participated, including representatives from the EU, NATO, the USA, and other partners. During the meeting, a general strategy for the formation of forces and their interactions in the future was agreed upon.

The leaders of the three countries highlighted in their joint statement upon completion of the Coalition of Willing meeting important points related to supporting Ukraine, pressuring Russia, and ensuring security for Kyiv. They agreed to support the military process and announced their intention to provide Ukraine with significant military assistance in the near future, as well as to create a joint headquarters to coordinate actions in the event of deploying multinational forces in Ukraine.
