Personal sanctions imposed against Russians

President Volodymyr Zelensky signed decrees No. 344/2025 and No. 345/2025 on the imposition of personal sanctions against a number of Russians. In particular, Russian businessmen with notorious pasts, such as Gennady Petrov, Sergey Mikhailov, and Sergey Lalakin, were placed under restrictions. Journalist Denis Korkotkov called Petrov a 'Petersburg bandit', while Lalakin was linked to leading the 'Podolsk criminal group'.

Another person subjected to sanctions is Chechen propagandist Akhmed Dudayev.

The government provided for the freezing of assets, restrictions on trade operations, denial of visa issuance, and other restrictions. Moreover, Ukraine had previously imposed personal sanctions against Ihor Mosiychuk and Oleksandr Bohuslaev.

Zelensky stated that the sanctions may only be lifted in case the funds are returned to the budget and used for the needs of the Armed Forces of Ukraine. He also emphasized that this is just the beginning, and new restrictions may be imposed in the future.
