Seizure under the guise of reform: expert Popenko explained how fake homeowners' associations rob Ukrainians.

Raider seizures of apartment buildings in Kyiv
Recently, there has been an increase in cases of raider seizures of apartment buildings in Kyiv through the creation of fictitious homeowners' associations (HOAs) and subsequent privatization of common property. According to 'Khyvlya', this was stated by the expert in housing and communal services Oleg Popenko during a broadcast with Yuriy Romanenko.
According to Popenko, dozens of management companies use the same schemes, which negatively affect the lives of residents. The expert emphasized that the problem has become systemic and affects many buildings in Kyiv.
'There are seven to eight management companies in Kyiv that seize apartment buildings through fictitious HOAs,' the expert explained.
The raider scheme of action is perfectly planned, starting with the 'meetings' of co-owners to create a new HOA. To secure these decisions in the registers, they rely on corrupt officials' support. The next stage is the privatization of basements, attics, and other common premises.
It is important to note that conflicts between residents and raiders can escalate, as real experiences suggest. The expert himself advises to be cautious, monitor the actions of management companies, and carefully track the documentation of their building.
