To Affect Everyone: Social Assistance Payment Order to be Changed in Ukraine.


The Government of Ukraine has approved changes to the social assistance payment order, which will affect millions of citizens. This was reported by the Federation of Trade Unions of Ukraine (FPU).
According to the new Cabinet project, social assistance payments will be made through the Pension Fund of Ukraine (PFU) starting from October 2025. Currently, they are conducted through local social protection authorities.
This centralized system will help speed up the payment of funds and make the control over their use more transparent. The PFU will use the Unified Information System of the Social Sphere and the Unified Social Register to carry out the payments.
These changes will help optimize financial flows, reduce the Time taken to deliver money to recipients, and provide more effective monitoring of targeted fund usage,” stated the draft resolution.
The changes will affect various types of social assistance, including assistance related to pregnancy and childbirth, assistance for children under guardianship, as well as social payments for children with serious illnesses or those in foster families.
According to the Ministry of Finance, social expenditures in Ukraine in 2024 will amount to 579.2 billion hryvnias, which is 8.4% more than in 2023. The Pension Fund of Ukraine employs over 20 thousand staff members and is one of the largest state structures in the country.
The reform aims to improve the mechanism of social payments and create a more effective and understandable system for distributing assistance. It aims to provide support to truly needy citizens.
