In Ukraine, the rules for conscription have changed since March 1: what will now be taken into account during deferment from mobilization.


Changes in the order of conscription and determining critically important enterprises
The Cabinet of Ministers of Ukraine has made significant changes to the rules for reserving military personnel and the criteria for determining critically important enterprises. According to the updated rules, the total number of persons subject to reservation will now include workers called up for military service after May 18, 2024. The necessity to conduct a 72-hour verification of employee data during the reservation process has also been canceled.
The term for canceling deferments for employees of enterprises, institutions, and organizations has been reduced to 5 days. The average salary criterion has also been updated - for determining enterprises as critically important, a monthly calculation period of average salary will be applied.
'These changes are aimed at increasing the efficiency of the reservation process and ensuring the operation of critically important sectors of the economy under martial law,' emphasized Taras Melnychuk.
The government has also instructed the Pension Fund and the Ministry of Digital Transformation to ensure the integration of relevant registers for automatic verification of compliance with the salary criteria for military personnel.
Right to deferment during martial law
Ukraine grants some categories of citizens the right to deferment during martial law and mobilization. Deferment may be granted for health reasons, family circumstances, professional activity, or education. The list of grounds and conditions for obtaining deferment are defined by laws and government regulations. To obtain a deferment, it is necessary to submit the appropriate documents to the territorial recruitment center.
Contracts for mobilized personnel
Contracts with clear terms of service will be introduced for mobilized personnel in Ukraine.
