Ukraine Strengthens International Cooperation: Extradition Rates Are Rising.


The number of people extradited to Ukraine has significantly increased in 2024. This was reported by the Ministry of Justice. With effective cooperation with international partners, the number of transferred individuals has risen nearly threefold. The head of the Department of Execution of Criminal Sentences, Yevgen Horobets, noted that this reflects trust in the Ukrainian penal system and confirms our ability to guarantee the rights of detainees in accordance with international standards.
Thanks to effective interaction with international partners, the extradition process to Ukraine has intensified – the number of transferred individuals has increased nearly threefold. In 2024, 75 individuals were extradited, with the largest number of them transferred from Poland (44), Germany (17), and the Czech Republic and Romania (3 each).
In the first two months of 2025, 26 individuals have already been extradited, and Ukraine has transferred 36 individuals to foreign states.
Cooperation between Ukraine and Germany has become especially active, allowing for the transfer of many individuals.
The Ministry of Justice of Ukraine indicated that there are 19 institutions for holding extradited individuals.
The Department of Execution of Criminal Sentences and the General Directorate of the State Criminal Enforcement Service of Ukraine have taken necessary measures to improve the conditions of detention in these institutions.
Ukraine continues to take important steps to improve the conditions of detention that meet international standards. This is part of the process of humanizing the penal system and its Euro-integration.
The State Criminal Enforcement Service of the Ministry of Justice of Ukraine is also working to improve the conditions of detention for military prisoners, particularly by building shelters, developing evacuation plans, and attracting additional resources for ensuring security.
The activation of extradition processes and strengthening international cooperation indicate trust in the Ukrainian legal system and contribute to its integration into the European legal space.
