Russia Wants to Reduce the Production of Shaheds - ISW.

The factory in Tatarstan that produces Shaheds - strike drones, may change its product line and start manufacturing decoy drones for the Ukrainian air defense system. According to the Institute for the Study of War, in 2024 the factory produced over 6,000 Shaheds and tens of thousands of decoy drones, but the production of Shaheds decreased in the last quarter. This is likely related to difficulties in ensuring the production of drones.
Analysts at the Institute believe that the problem with Shahed production arises from dependence on Iranian components or attempts to bypass sanctions to obtain technologies. Another possibility is that the Russian defense industry is looking for ways to independently produce components under Iranian licenses.
The Institute does not rule out the possibility that Russia will change its priorities and begin to manufacture decoy drones to deplete the Ukrainian air defense system.
