Procurement Failure for the Armed Forces of Ukraine: The Defense Procurement Agency Did Not Fulfill Contracts Worth UAH 25 Billion.

The Defense Procurement Agency Did Not Fulfill Contracts for Ammunition Supply
The state enterprise 'Defense Procurement Agency' (DPA), under the leadership of Marina Bezrukova, found itself at the center of a scandal due to its failure to supply ammunition to the Ukrainian army.
According to former advisor to the head of DPA, Tamerlan Vagabov, as of the end of 2024, the DPA did not fulfill state contracts for ammunition supply worth UAH 25 billion.
Critical Shortage of Ammunition
We are talking about critically important shells of calibers 155, 152, 125, 122 mm, mortar shells of 120 and 82 mm, as well as rockets. In October of this year, only 12% of the required volume of ammunition reached the frontline.
'This is a disaster! With such approaches, we will lose not only money but also the lives of our defenders,' commented the results of the state enterprise audit, former advisor to the head of DPA, Tamerlan Vagabov.
He also called for accountability of defense sector leaders: 'Law enforcement agencies must assess this situation. To ensure that leaders like the head of DPA think twice before taking such risks and ignoring audit results, they need to be held criminally accountable. This is our main problem - the feeling of impunity that thrives in critically important structures.'
Unutilized Funds Threaten Defense Capability
Of the UAH 318.7 billion allocated for 2024, the DPA has only utilized one-third, supplying goods worth UAH 51.5 billion. The remaining funds risk remaining unutilized by the end of the year, posing a threat to the country's defense capability.
