New rules for key social benefits starting from July 1: The Pension Fund of Ukraine reached out to Ukrainians.

Starting from July 1, 2025, Ukrainians can expect significant changes in the social assistance system. The Pension Fund of Ukraine will receive new powers regarding the appointment and payment of important social assistance.

According to the resolution of the Cabinet of Ministers dated June 11, 2025, No. 695, the Pension Fund will take on functions to serve four categories of social payments. Among them are state social assistance to persons without pension rights and people with disabilities, state social assistance for care, burial assistance, and more.

This initiative is part of a national program for the centralization and digitalization of social services aimed at making access easier for all citizens of Ukraine.

Existing recipients of social assistance need not worry about these changes, as payments will be made as usual. However, new applicants will be given extended opportunities to apply for assistance through Pension Fund service centers or online.

New online services for citizens' convenience

Starting from September 1, 2025, online services will be available that simplify the application process through the Pension Fund's electronic services web portal or the 'Pension Fund' mobile application. A unified application form will also be introduced to simplify the procedure for seeking assistance from the fund.
