The official investigation into the massive power outage in Spain on April 28 has been launched by the country's Supreme Court. Judge Jose Calama, who is handling the case, believes that a cyber attack on critical infrastructure may be the cause of the incident. If this version is confirmed, it could be classified as a terrorist crime. The electricity grid operator REE excluded cyber attack as a possible cause of the incident in its preliminary assessment. However, Judge Calama has requested comprehensive technical reports on the circumstances of the blackout from the national cybersecurity agency, REE, and the national police.
“Cyberterrorism is one of the possible versions,” Calama noted in his statement to the court. The reasons for the incident have not been established, but the court considers it necessary to clarify whether an attack on the infrastructure has taken place. As a result of the blackout, all nuclear power plants in the country switched to emergency power supply.
