Dissolution of the Medical and Social Expert Commission: how expert teams will assess daily functioning.


Changes in the disability assessment system in Ukraine starting from 2025
Beginning in 2025, the Ministry of Health of Ukraine will implement a new system for assessing daily functioning for people with disabilities. Instead of the Medical and Social Expert Commissions (MSEC), decisions regarding disability determination and other matters will be made by expert teams.
According to ministry representatives, decisions made by expert teams will be used to obtain various benefits, pensions, allowances, and compensations. The teams will consist of at least three practicing doctors selected from the best hospitals with extensive work experience. The number of doctors in the team will depend on the needs and specifics of each case.
Currently, more than 1450 expert teams have been created, which will operate in 290 hospitals across the country. The transfer of all cases and archival documents from MSEC to the selected healthcare institutions is already underway.
During the first quarter of 2025, the expert teams will review over 44 thousand cases that were transferred from MSEC. To streamline the process, all cases have been entered into an electronic system, and already 22 thousand of them are ready for priority review.
Disability assessments can be conducted in person, remotely, in writing, or at the patient's location, depending on their condition.
