Corruption at the Odessa Port Plant: Law enforcement completed the investigation.


The National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP) completed an investigation into a large-scale scheme at the Odessa Port Plant (OPZ), which resulted in damages exceeding 94 million UAH. This was reported by NABU.
According to the investigation, a deputy of the VIII convocation organized a scheme by which OPZ sold mineral fertilizers at prices below the market. The goods were resold to foreign companies at competitive prices, but the physical supply was provided by OPZ itself.
The scheme operated from March to December 2015. As a result, OPZ suffered losses amounting to more than 94 million UAH.
In March 2020, four participants of the scheme were informed of suspicion. These were a trusted person of the ex-deputy, the deputy director of OPZ, the head of the OPZ department, and the owner of a non-resident company involved in the scheme.
On October 21, 2022, the organizer of the scheme was informed of suspicion. Since his whereabouts were not established, he was informed of the suspicion according to the established procedure.
Recall that in March 2023, NABU and SAP uncovered a criminal organization led by former head of the State Property Fund of Ukraine, Dmytro Sennychenko. One of the episodes concerned corruption at OPZ. According to the investigation, Sennychenko managed to appoint his supporters to the supervisory board of OPZ, who then agreed to appoint the director of the criminal organization.
In September 2021, it was reported that OPZ ceased operations.
